I've heard strict regulations are part of the delay in offshore wind expansion.
This seems like a pretty high body count for a heavily regulated industry
Three killed in offshore wind farm construction - The Local:
"A total of three men, including a Polish worker and a Swedish diver have already lost their lives whilst working on offshore wind farms 120 kilometres off the East Frisian coast near Emden, reported the online edition of the Focus magazine on Sunday. The entire article can be read here
Both workers drowned while working on the BardOffshore wind farm.
Going through the listing of accidents here it would appear that over 20 deaths have occurred as a result of wind turbines since this report was first compiled: http://www.caithnesswindfarms.co.uk/fullaccidents.pdf
